Can Community Prevent Crime?

So last night was the National Night Out Against Crime. Residents in communities nationwide were encouraged to turn on their lights and go outside to spend time together. Did you participate in any events in your neighborhood? Do you think the National Night Out is a deterrent against crime, or do you have other ideas that you think would be better?
